Summary Mostly cloudy skies cover most of Tulare and kern Counties this morning. This is due to a northwesterly flow aloft being lifted by the Kern County mountains and the southern Sierra Nevada forming upslope clouds which have a tendency to regenerate over the same area. North of Tulare County, skies are mostly clear. The upslope clouds in the south valley will slowly mix out later today, turning skies mostly clear for the entire valley. The next weather system will be in place off the northern California coast then will slide southward off the California coast Tuesday and Tuesday night. The low will move inland over northern Baja and extreme southern California Wednesday and Wednesday night. It is possible for light showers to occur, mainly Wednesday and Wednesday evening as central California will be on the northern fringe of the active portion of this storm. Even in southern California, precipitation amounts will be spotty. The best chance of measurable rain will be over Kern County. High pressure will build in behind this system, building a ridge into the Pacific Northwest. Even though a weak system will move through Saturday, dry weather will continue through at least Monday of next week. A stronger trough of low pressure will be off the coast of northern California by Tuesday of next week, possibly bringing a chance of showers.

Two Week Forecast: March 11 through March 17: This model really doesn’t show above or below average temperatures, so one must assume temperatures will be near average. The same is true with precipitation. The chance of measurable rain during this period is fairly low.
Thirty Day Report: If this model has much credence, rainfall will remain above average, especially in northern and central California, stretching into the interior west. Temperatures however, look to be marginally below average.
Ninety Day Report: This model indicates near to marginally above average rainfall over the next three months. Equal chances are given for temperatures being above or below average.
Winds: Winds will be variable to no more than eight miles per hour through Thursday with periods of near calm conditions, especially during the night and morning hours.
Rain: We have a fairly low chance of showers Wednesday and Wednesday night. a weak low center will move parallel to the California coast Tuesday and Wednesday then inland through extreme southern California and northern Baja Sunday night. The best chance of measurable rain will be in Kern County. If measurable rain occurs, anticipate no more than .10 to .15. Dry weather will prevail from Thursday through at least Monday of next week. Models do show a stronger system approaching the northern California coast around Tuesday of next week. It’s possible we could see the return of shower activity at that time.
Frost: Coldest locations this morning are in the mid to upper 30s. The same will follow suit tonight with river bottom type locations falling down to 33 to35. Most locations will be in the mid 30s to the lower 40s. The combination of a moderating air mass and increasing cloud cover will keep temperatures above freezing for the rest of the week. Currently, there’s nothing on longer range projections suggesting below freezing temperatures.
